Apostle William D. Carter III is the overseer, founder, and pastor of Cross Calvary Deliverance Ministries. His wife's name is Linda, and they have been married for 32 years as of April 27th, 2009. In the year of our Lord, 1983 he gave his life to the Lord, and was subsequently water baptized and filled with the Holy Spirit. About thirty days after his conversion experience, he was praying and asking the Lord what He would have him to do. The Word of the Lord came unto him saying; "Preach, preach, preach the Gospel". He obeyed this “word”, and took the message of the Gospel to the people in his immediate neighborhood. Using a small speaker microphone given to him by a friend, he preached the message of the Gospel all over the metropolitan area, including the Bronx, Brooklyn, Queens, Manhattan, and Staten Island. In November of 1985, the Word of the Lord Came to him again saying; "Get thee out of thy country, and from thy kindred, and from thy father's house unto a land that I will show thee, and I will bless thee". Genesis 12:1-2

In the winter of 1986 he left New York and settled in Richmond Virginia. He still had the same drive to preach in fallen communities, so he continued to preach the Gospel in the various apartment complexes located in and around the city of Richmond. During his twenty-two year tenure in the city of Richmond, he has served the Lord faithfully. While serving under the ministry at Capital Christian Deliverance Center, founded by Apostle Frank Dowtin, Apostle Carter was a member of the faculty of the Community Bible Institute for seven years, and the Director of Education for three of those years. Apostle Carter holds the Bachelor of Theology degree, and has extensive experience in Christian Education.

In the year of our Lord 1994, God called Apostle Carter out of the Capital Christian Deliverance Center to establish the vision of Cross of Calvary Deliverance Ministries. He started the ministry in his living room. Apostle Carter’s radio broadcast; “Lift High the Cross:" radio broadcast was aired on WFTH Faith Radio every Friday for five years.
